It goes without saying that the religious places are subject peacetime to the general rules laid down in the constitutions of the Interior and usually release state the freedom to practice faith in those places without any limitation , and derive constitutions these internal protection of international declarations and covenants , has confirmed the Article 18 of the Universal Declaration of Human Rights , and Article 18 of the International Covenant on civil and Political Rights on the right of everyone to freedom of thought , conscience and religion , and the right to worship either alone or in community with others . And that was to determine the intended sanctities of thorny problems that give rise to many differences both domestically or internationally that would determine its significance passport imparted international protection , especially to places pigmented , and it raised the question in the process of responsibility about the violation of the sanctity of Al-Aqsa Mosque in the perspective of public international law including contents of the rules regarding the protection of places of worship , whether in time of armed conflict or war -time occupation :
